Yeah, I mean, from a congressional perspective, from Congress's place, it's all about funding.

Congress doesn't really do anything.

They don't build anything.

They don't make anything.

They basically allocate funding, and what ends up happening is organizations come forward, and they request that funding, or the policymakers say, "We want to do this.

We want a certain outcome, and so we're going to direct funding into this direction." The procurement process in government is really messed up.
