So how does capacity building happen in a very short period of time? How long do you go there for?

My job is to introduce skills and to make them palatable.

What I mean by that is to try to figure out what is their level of knowledge and expertise and to aim to bring them to the next step.

And this is a diplomatic mission because while you and I may both value transparency and a certain level of directness in our speech, we would say, oh, I love talking to this fellow because he was so straightforward.

This is not considered polite in many places.

And especially when you're in a foreigner and you're traveling someplace, it may be shaming for people to admit that they have very, very little.

And in fact, in this case, they suffer tremendous complications or they don't have sterile facilities or...

How did that happen?
