First off, Missouri's funding law is like one of the weirdest I've seen.

The local effort calculation uses assessed values from 2005 instead of just updating every year.

So the state is sort of blind to how much property tax revenue, at least in their funding calculations, districts are bringing in.

But the twist that you're referencing is this continued increase in revenue for Kansas City public schools and St. Louis public schools.

And a lot of that is driven by the reality that those districts keep the property tax revenue that they take based off the current year assessments there.

They're updating every year, just like anywhere else.
