Yeah, so this is happening both early on, but also within, once you get into elementary schools, secondary schools, all of this.

And they're not receiving full access to specialized instruction that's able to help them succeed in the same way their peers are able to.

This is due to a lot of different issues, including a lack of qualified instructors, a lack of actually being able to qualify under any of these definitions, and just... not accessible resources.

So what this bill is hoping to do is a couple different things.

First, it's really going to make sure that all students who should be falling under these definitions or these categorizations are actually being counted and we're no longer under counting the students who actually need these services anymore.

In addition to that, they're also going to strengthen the requirements regarding the state plans to actually guarantee the students receive the instruction they actually need once they do count under these different definitions.
