And in conducting the qualitative research that we did for this research report, we spoke to such a range of stakeholders from across the industry, including manufacturers and brands.

And it was very clear that without that stability, that's where skills start to fall away.

And skills retention is more of a challenge as a result of instability than the fact that the skills actually aren't there.

And we risk losing them forever if we don't start to find a way to provide that stability.

And we're not... speculating that public procurement is the solution.
