Um, Nettles is the character that actually gets Sheepstealer.

In the book, she's described as just a common-born girl.

Unlike the other dragon seeds, she goes out herself to try and find Sheepstealer and then entices him to bond with her by presenting him with a bunch of sheep, um, which of course, uh, but that happens over a longer period of time, unlike, unlike this.

So I don't think Rhaenyra was moving, definitely from her small council's perspective, she was moving crazy 'cause it's like, whoa, what do you mean? Like, you're changing our entire war strategy in what looks like the course of an afternoon.
