I was really excited to see yesterday that President Trump issued a pardon for a former... a member of the United States Navy who had been convicted of various violations of the National Firearms Act.

But in his own time, he had started sort of a side business where he was selling unregistered, unregulated gun parts primarily on GunBroker.

And listen, ATF watches Gun Broker and Arms List, and even, I think, local forums that have a classified section or some other online forum for buying and selling guns.

Now, if you go, you buy a gun from gun broker and you don't live in the same state as the seller, the seller has to comply with federal law and send the gun to an FFL, a federal firearms licensee in your state.

And in order to pick that gun up, you have to go in and fill out a 4473, the form that we all fill out when we're buying a gun in a gun store, pass a background check, and only then can you pick up that gun.

So, you know, it is a myth to say, oh, well, you can just go online and buy a gun and have it shipped to your home.

And certainly all federal firearms licensees have to go through that process, and even private individuals can't send guns across state lines to buyers in another state.

But the ATF caught wind of this guy, started watching him, and saw that he was selling a very large volume of gun parts.

So in other words, he's not selling the frame or receiver, the registered parts of firearms, because then he'd have to have a federal firearms license to the extent that he was doing that with the principal motivation of making a profit, doing that recurrently.

One of the things he did, really for his own entertainment, is he bought some inoperable, and that's a very key word in all of this, he bought some decommissioned inoperable, permanently inoperable machine guns, quote unquote.

He also had some RPG launchers that had holes drilled into the receivers, were stripped of their internal parts, And the holes drilled in the receivers is very important because it again rendered those permanently inoperable.
