In the early 1990s, I was director of a residential treatment center in Westchester County, New York, called St. Christopher's.

There were 84 teenage males and females, lived there in cottages, and they attended a school right on the grounds.

These were young people from the lowest income, highest crime neighborhoods of New York City.

They came from families rife with domestic violence, alcoholism, substance abuse disorders.
