It doesn't mean your entire brain is non-functional.
The brain is functional, but there are just certain faculties that have been plugged out.
That's why you find there are people who are unable to speak you know, when they're impaired.
The people who can still speak but cannot decide what is white, what is black, what is...
And then the people who can decide that, but they don't know the difference between what's clean and what's dirty.
