Charter Compass: Helping Charter School Boards Navigate with Confidence
Sep 30, 2026 · 8 min · 8 segments
This episode covers procurement. We talk about the board's responsibility with procurement policy. The resources with the Division of Purchasing and General Services. Basic purchasing rules and ways…
Part one, why these rules apply to you.
First, a quick foundation.
In Utah, a public charter school is a local education agency, or LEA, just like a school district.
Under the Utah Procurement Code, Title 63G, Chapter 6A, Every LEA is an educational procurement unit.
That means the procurement code and the state rules in R33 apply to your school.
Your governing board also has its own procurement authority.
It can adopt policies that are stricter than state minimums, but never looser.
The state rules are the floor, and your board can build higher.
It just can't dig below.
For example, your school can determine that they want to limit their small purchases to $1,000 rather than the $5,000 allowed in rule.
Or the school board could create a policy that requires buyers to get specific signatures on paperwork prior to purchases.
Whatever you decide, it needs to be in a written and approved policy.
