Robert Harvey of Florida has now been sworn in as the fifth commissioner, which means all five commissioner seats are filled.

Now, let's break this down because I want to make sure that we're all on the same page, right? So the Federal Maritime Commission, not structured like MARAD.

The department of transportation has a secretary and a deputy secretary and all sorts of assistant secretaries, but the FMC is different, right? It's not a cabinet level agency.

We saw both chairman DiBella and Bob Harvey go in front of the Senate, answer questions, and then ultimately get confirmed by the Senate upon vote, and then we were waiting for the swearing in.

Actually, the FMC commissioners serve staggered terms, staggered five-year terms.

So basically every year we have a commissioner coming due for renomination, reconfirmation.

And one commissioner is then designated by the president to serve as the chairman.

So yes, Chairman Laura DiBella leads the agency, right? After 22 days after she had actually been sworn in, she was then designated chairman.

But I want to go back to this no more than three commissioners can serve from the same political party.

While we were waiting for Bob to get sworn in, we had a two and two, two Republicans and two Democrats.

Now in these independent regulatory agencies, they also vote, right? They vote when they have rulemakings come through.

They vote when they have initial decisions come through for the administrative law judges when they're court cases or they act as essentially a court sometimes.

So if you have two and two, you're not really taking advantage of the political party in power.

Now I say that though, the FMC tends to be a little non-political, right? They tend to be more, it's a competition agency.

So they tend to be a little bit more driven by the nature of the supply chain, which arguably is a little less But yes, so Chairman DiBella leads the agency.
