Why Legal Uncertainty Hinders Innovation and Investment and Why a New Regulatory Approach is Needed

Good morning all together, dear ladies and gentlemen, dear students.

It's a pleasure for me to be here and for the invitation.

I'm very delighted to have the opportunity to discuss a key topic in regulation, digital transformation with you.

But first, before I start, I can tell you, you will have for sure two takeaways after my presentation.

First, you will see the difference between presentation style of lawyers and computer scientists.

That will be clear.

No pictures, only lines, so therefore I cannot compete with you in this.

And the second thing, as I am a public official, I have to take care what I'm saying, so therefore I will be very outspoken what I think about things, so therefore I have to put this in front of my presentation because everything I tell you is mainly my opinion and does not have any binding result from my authority, so therefore to make it clear.

But now come to the main topic of this talk.
