Ep 130: Beige budget and irritating indicators
G
20:29Ginny BuckleyHOST
So it's going to be very interesting, I think, on Tuesday when I do this big trip up to Yorkshire just to see how much it's going to cost me.
J
20:36James BatchelorHOST
I do get the kind of feeling that is the government really... on board with EVs because you know there was nothing in the budget and of course we know the ZEV mandate is is under consultation and that should be coming out soon but there's so many question marks around that I mean you know there's even talk it's going to be watered all the way down to 60 percent or something like that so It just seems I'm just getting this kind of feeling that EVs are not the top of the agenda for this government at all.
J
21:08James BatchelorHOST
And

we've still got paper mile coming in as well in 2028.
NEW CARS: Why the market’s better than predicted Ep 30 | 2 November | All Chat, No Charts Video 10 min
M
2:06MarkHOST
There's been much bigger discounting and big fleet expansion.
M
2:11MarkHOST
And you've got things like ZEV mandate targets with manufacturers pushing to hit those numbers.
M
2:17MarkHOST
A really big driver of all of that stuff is competition.
M
2:20MarkHOST
And that is coming from the new entrant brands.
M
2:23MarkHOST
So all of that, you've got the new entrant brands coming into the market, really, really pushing, really trying to get their elbows out and get market share.
M
2:29MarkHOST
The others are kind of fighting back a bit with discounting and other bits and pieces.
M
2:33MarkHOST
You've got ZEV mandate push.
M
2:34MarkHOST
This is the commercial push factor played out.
Autotrader's Ian Plummer on how you can prepare your used car dealership for a 'push' new car market – episode 280
J

And I just think that, and it's slightly linked.
J
51:19James BaggottHOST
I do think they are listening when it comes to the ZEV mandate.
J
51:23James BaggottHOST
I mean, I started, you know, you read some of the stories that are coming out about the fact that they...
J
51:28James BaggottHOST
They are thinking about helping.
Is the government putting the brake on EVs?
B
1:33Ben NelmesGUEST
The market share of new battery electric vehicles have taken about a quarter of the new market so far in 2026.
B
1:41Ben NelmesGUEST
And in order to meet the targets in the ZEV mandate, carmakers collectively need to get to just less than that.
B
1:47Ben NelmesGUEST
24.6% of new cars need to be fully electric for the targets to be met.
B
1:53Ben NelmesGUEST
And that's as a result of the way that the flexibilities in the policy works.
J
2:40James CourtGUEST
And I think we can talk about that later in this about how much they've had to invest ahead of time.
J
2:45James CourtGUEST
So in many ways, they are probably much more more at the sharp end of this policy than we are.
J
2:52James CourtGUEST
But nonetheless, without the ZEV mandate policy, would it have been harder for us to demonstrate the growing market within the UK to our funders? And that's certainly the case.
J
3:03James CourtGUEST
And I think for us as well.
China’s Hybrid Surge Is Forcing Europe’s Hand | Future Engineering Bets
F
6:32Fred WarnerHOST
And why is that? Well, UK EU trade for the UK is worth about 70 billion a year.
F
6:38Fred WarnerHOST
We know there's a ZEV mandate that's being considered and will be considered over the next coming months.
F
6:44Fred WarnerHOST
And we all wait with bated breath as to what's going to be said.
F
6:49Fred WarnerHOST
But this will have an impact both aligning with Europe and deciding what to do.
Who decides Britain's EV future? Burnham steps back, Tesla axes the Cybertruck
R
0:36Richard AlvinHOST
And in this week's episode we're going to have a chat about who is actually going to decide Britain's electric future.
R
0:43Richard AlvinHOST
Because over the weekend the Prime Minister has recused himself from the ZEV mandate decision and the cabinet is said to be openly split on gutting the 2030 target.
R
0:53Richard AlvinHOST
At the same time 61% of motorists are saying that they're actually waiting for the budget on whether to decide to buy.
R
1:00Richard AlvinHOST
Also, another company that didn't have a very good week, Tesla.
R
1:32Richard AlvinHOST
However, the tensions in this episode are demanding, you know, it's becoming quite obvious what's going on.
R
1:39Richard AlvinHOST
And hopefully if Westminster blinks at the wrong moment, it could be an interesting couple of years ahead.
R
1:46Richard AlvinHOST
So George, let's look firstly at this news that broke at the weekend, that Andy Burnham has stepped aside from the discussions and decision about the ZEV mandate over a possible conflict that his wife, Marie-France Van Heel, actually works as, well, she used to work as for CMO for an infrastructure company, providing infrastructure network for B.EV.
G
2:12George EastHOST
Yeah, and it's absolutely the right thing to do, which Andy Burnham seems to be a person who has a track record of getting things right and doing the right thing recently.

In the middle of June 2026, the UK government let it be known that they were planning to water down their so-called ZEV mandate.
D
0:38Dave BorlaceHOST
There will still be an outright ban on sales of new petrol and diesel cars effective from 2030, but the suggestion is that instead of 80% of all new car sales having to be pure battery electric by that date, the target will be lowered to only 50%.
D
0:51Dave BorlaceHOST
That means the remaining share could continue to be made up of combustion engine vehicles, including hybrids and plug-in hybrids.

J
56:58James BatchelorHOST
It's basically a cumulative effect motorists are suffering at the moment.
J
57:04James BatchelorHOST
You know, the ZEV mandate, this kind of, you know, push towards electric vehicles, 20 mile an hour speed limits, Forrester even quotes road restrictions and potential pay per mile taxation.
J
57:20James BatchelorHOST
I mean, when you lump all of those things together, I mean, I do kind of... agree with Robert there.
J
57:27James BatchelorHOST
I mean, it does sound a pretty dreadful time to be a motorist, doesn't it? And I know Robert is never very backwards in coming forwards, but I think he probably does have a quite a good point here doesn't he and and i know robert's never really been a massive fan of the zev mandate and has really highlighted the the the the problems with that with that policy so um quite a i wouldn't go so far as saying explosive speech from robert forrester but something that really did kind of uh you know uh made a few people's you know eyebrows raise a little bit really because you know he's he's he's bold enough to come out and say these things isn't he Yeah, I

Scrapping EV Batteries - Stop! with Michael Hague-Morgan | Future Engineering Bets
F
29:46Fred WarnerHOST
We talked about it briefly before.
F
29:48Fred WarnerHOST
Obviously, we are in the middle of a ZEV mandate review in the UK currently to end shortly.
F
29:55Fred WarnerHOST
And I guess we have to wait for the results of that to see if the legislation will shift at all.
F
30:00Fred WarnerHOST
But we're off track with government legislation.
M
31:09Michael Hague-MorganGUEST
I think we'll see more...
M
31:11Michael Hague-MorganGUEST
Hybrids, personally I'd like to see hybrids whereby you have to plug them in and you've got a much better range on them because most people can then do the majority of their journeys on the electric power knowing that they've got the backup of the engine if they need to without the charge anxiety.
M
31:29Michael Hague-MorganGUEST
I think there's a sweet spot there, which I'm hoping that the ZEV mandate will recognize and they'll change it accordingly.
M
31:36Michael Hague-MorganGUEST
But for a business like us, what does that mean? Well, it means we're not going to have a huge outsourcing of engines to us in the short term because they're not going to close engine plants at the scale they were leading us to do the residual volume.
