The High Court in Wellington has heard Price, who was twenty-two, was unarmed when he was shot as he attempted to hijack a car after fleeing a traffic stop on State Highway three between New Plymouth and Waitara.

The court has today heard a second day of arguments in a judicial review into the decision not to charge the officer.

Crown Counsel says the officer described feeling hunted as Price repeatedly drove towards police at high speed and rammed a police vehicle.

The family of Chaos Price is seeking a judicial review into the Independent Police Conduct Authority's investigation into his fatal shooting in April 2022.

The unarmed 22-year-old died on State Highway 3 between New Plymouth and Waitara after ramming a police car and attempting to steal cars from passers-by.

The investigation found the officer who fired the fatal shot did use excessive force but did not recommend prosecution.

In the High Court in Wellington this morning, the family's lawyer, Christopher Stevenson, said when the officer shot Chaos Price point-blank, the young man was running for his life.
