Sonic Team used a massive ensemble to rescue languishing characters.

Okay, so basically obscure characters came back like Vector, Espio, and Charmy, which were basically 32X only.

And I would actually argue for them.

That it actually makes perfect sense because this game is, in my opinion, inspired by Knuckles Chaotix, but whatever.

And even that one did a poor job of explaining it.

There was back in 2018, a tweet that, by Meikawa Shiro and some planned teams for Sonic Heroes in early development was Sonic Tails Knuckles, Amy Cream Rouge, Chaos E-102 and Big, Espio Charmy Vector, Fang Bean Bark, and Metal Sonic, Ray, and Mighty.
