Tony Bisignano

As I mentioned, this big fertilizer plant that was built in Lee County, that involved a major state tax incentives as well as local ones.

Senator Tony Bisignano, who is the ranking Democrat on the Senate Ways and Means Committee, spoke to Iowa Capital Dispatch last Friday, and he said that the Iowa Economic Development Authority already has the ability to provide some tax breaks.

So if they were talking about a special legislative session, that would presumably be something much larger than what the agency can do through what's budgeted to their current programs.

Now, sometimes states will try to offer a big incentives package if a company is kind of playing different states off each other to see where they can get the best deal.
