The lookout tasked with being the first to spot and warn of an approaching train was not at the designated position just before a fatal accident at a station on Tobu Railway Company's Nikko Line, sources said.

Four weed control workers were struck and killed when an inbound limited express train entered Shin-Kanuma Station in Kanuma, Tochigi Prefecture, at around ten forty-five AM on August twentieth.

The work plan called for the individual to be stationed near a level crossing about three hundred fifteen meters from the site where herbicides were being sprayed, according to the railway operator.

However, footage from the train's onboard drive recorder did not show the lookout near the crossing, nor did it capture any indication of a flag being waved, the sources said.

The individual, known as a relay lookout, was supposed to wave a flag upon detecting an approaching train and alert the workers via another lookout stationed closer to the work site.

After the accident, the relay lookout told Tobu Railway, "I was on site, but I was unable to communicate [with the other lookout]." Prefectural police are interviewing the two individuals and carefully examining what exchanges, if any, took place between them as the train approached.

Four male workers were spraying herbicide on railway tracks in Kanuma City, north of Tokyo, when they were hit by a limited express train and killed.

The train's operator is Tobu Railway.

Police searched the offices of the company's subsidiary, Tobu Kansetsu, on Sunday on suspicion of professional negligence resulting in death.

Tobu Kansetsu was subcontracted by the parent company to remove weeds along the tracks.

Tobu Railway officials say there were two lookouts around the station on that day to ensure the workers' safety, but miscommunication between them may have helped cause the accident.

The first lookout's job was to alert the second lookout when a train approached.

The second lookout was then supposed to confirm the workers had moved to a safe area before the train entered the station, before the train entered the station.
