Council's request that Ontario Energy Board create a financial assistance program for St. Catharines flood victims comes after the City investigated the possibility of reductions with Allectra, the electricity distributor for the area.

While Electra donated $25,000 to Community Care of St. Catharines and Thorold for flood relief efforts, St. Andrews Councilor Matt Harris said it isn't able to create a rebate program for residents with floods on its own.

Al Electra doesn't have the ability to do that.

It's the Ontario Energy Board, said Harris, who sits on Al Electra's board of directors.
