I've seen a few people speculate that just like the drunk Santa we saw in Terrifier 3, Art may have just come across a guy in a clown costume and decided then and there that he wanted to do some bloody cosplay.

I personally love that theory, and I think it would have been hilarious if this opening scene detailing his backstory was a bit of a fuck you, a middle finger, where it's like this serial killer just went up to a guy in a black and white clown costume, ripped it off his back, and then killed this guy, filleted him into bits.
