Tax Working Group

It's an argument that rates alone can't deliver a progressive tax system while the base is so leaky.

Which would point us towards a comprehensive capital gains tax like the Tax Working Group recommended in 2019 that would move the largest source of the wealthiest income entirely from outside of the base, inside of it.

But it's not a silver bullet because, again, top incomes are slippery.

Capital gains taxes are still, at best, almost always charged on realisation.
