Everything in the world was caused directly or indirectly by the will and action of the gods.

Sometimes this was narrated through the idea of the Tablet of Destinies, that certain things had been written on a heavenly tablet, and these things had to come to pass, even if the will of the relevant gods sometimes changed.

though there are ways imagined to change even the Tablet of Destiny sometimes.

But I think more commonly at a folk level, the world is just decided arbitrarily by the will of the gods in a quite broad sense.
