He was a worker who'd been clearing roads during that storm.

See, Joseph's shift had taken him through the area, and he was around the Houstonic River and Lake Zor, near the boundary between Newton and Southbury.

And late on November 20th and into the early morning hours that followed, road conditions were very poor.

Snow had fallen, debris had left crews working at unusual hours, and traffic was extremely light because of it.

But they were outside and demanding him to come out.

He initially remained in the house while officers waited outside, but eventually he did surrender.

Richard was taken into custody and processed through Connecticut State Police Troop A in Southbury before appearing in Danbury Superior Court that morning.

He was charged with murdering his wife and the bond was set at $750,000.

He took great pride in what he was doing and even invested some of his own money into police training and seminars and even equipped a Ford Crown Victoria that gave him the appearance and functionality of a real police vehicle.

Then, by 1986, Richard was also working part-time as his police officer in the nearby Southbury.

The money was hardly the attraction to the job for him, though.

Compared to his airline salary, his police earnings were minimal.
