Whether or not the program is hitting what it sets out to do, that's a little

tougher.

Well, I think that's the challenge is we need to figure out how to get that data if we don't already have it.

Sometimes we have it, but we may not be collecting it or displaying it.

But let's start with what the purpose of each program is.

The small business program, hey, what was the purpose? Is it to get us through an economic decline? Is it to help young employees keep their jobs? Or is it to...

you know, diversify in a particular community or after a hurricane or the student loan, you know, student loans.

We're not connecting the dots across programs or sometimes even within a program over time to see how it's going.
