On January 2nd, House Democrats caucused and voted to cut off funds for the war.

On January 4th, the Senate Democratic Conference did the same by a vote of 36 to 12.

Now, Nixon is a president who just won 49 states in the election, and watching Congress to take the war away from him must have really hurt three weeks after his landslide.

So the question is, did the hammer work well? It restored attendance at the table, but it did not change terms.

It's how people feel.

All of that is compounded by a sense that when Trump won, the party leadership, particularly the Senate Democratic Caucus, but also leadership in the House, interpreted a popular vote win as what Trump wants to do is popular, and therefore they should enable it and encourage it.
