Ollie TurnerHOST

Yeah, it's a worrying time, that's for sure.
Ollie TurnerHOST
77:54
Let's go to the phone lines and join Minister Sean Canney as we talk about the Galway City ring road.
Ollie TurnerHOST
77:59
Sean, thanks for chatting to us.
Ollie TurnerHOST
78:01
We'll have you for the first portion of this discussion anyway.

32 MINS LATER

Eddie HoarePANELIST
109:59
But is that
Ollie TurnerHOST
109:59
happening now, Eddie? I'm
Eddie HoarePANELIST
110:01
unsure, but I take comfort from the fact that Sean Canney has said that it is the intention of the government.
Eddie HoarePANELIST
110:05
But to date, not enough has been done.
Ciara KellyHOST

on News Talk with Keir.
Ciara KellyHOST

Now, Eamon Ryan, the chair of the EU Housing Advisory Board and, of course, former minister and former Green Party leader, thank you indeed for coming into us today.
Ciara KellyHOST
0:19
Loads I want to talk to you about.
Ciara KellyHOST
0:21
We start with where we're at in terms of global warming, how Ireland is doing.
Eamon RyanGUEST
1:46
And this will be at the COP negotiations in two weeks time or the week after next week in in Turkey is how do we build public support and then how do we use it to affect real quick change? Because it's it's getting much more more and more scary by the day.
Ciara KellyHOST
2:03
If you were in government now, and I know you've moved on from politics, but how would you have done things differently in terms of what the government has done in relation to fossil fuels and reducing tax on them in the face of huge protests?
Eamon RyanGUEST
2:16
I tend not to want to be looking back over the government's shoulder because I think, you know, former minister, you give the incumbents time.
Eamon RyanGUEST
2:23
And I could literally probably list 20 things like the first week in government, the first day.
Ciara KellyHOST
0:18
This is a major step after plans to construct an 18 kilometre ring road aimed at easing traffic gridlock in Galway have been slow to advance since they were first proposed over a decade ago.
Ciara KellyHOST
0:28
And joining us now to discuss this is Sean Canney, Minister of State of the Department of Transport.
Ciara KellyHOST
0:32
Good evening to you, Minister.
Ciara KellyHOST
0:33
I presume you welcome this, the final hurdle in the long-awaited ring road being removed?

8 MINS LATER

Sean CanneyGUEST
8:26
And we are putting in a train station and enhancements on the Oremore line to create more connectivity and better sequences of trains into the city.
Sean CanneyGUEST
8:38
So I think we have a combination of work to do and I look forward to working on all of them.
Ciara KellyHOST
8:43
Sean Canney, Minister of State of the Department of Transport, thank you very much for joining us.
Ciara KellyHOST
8:48
The Hard Shoulder.
Cormac Ó hEadhraHOST

Meanwhile, learner drivers applying for a third or fourth permit will have to have taken a driving test within the previous two years.
Cormac Ó hEadhraHOST
0:19
And for more on this, we're joined by Sean Canney, Minister of State with responsibility for road safety at the Department of Transport.
Cormac Ó hEadhraHOST
0:24
Sean Canney, you're welcome to Drive Time.
Cormac Ó hEadhraHOST
0:26
Thanks for coming on.
Cormac Ó hEadhraHOST
0:27
Thank you very much.
John MorleyHOST
101:30
I want to move to breaking news because the long-awaited Galway City Ring Road is set to proceed after the final remaining High Court challenge to the project was settled, removing the last legal obstacle to the development of one of the state's largest road infrastructure schemes.
John MorleyHOST
101:45
To get live reaction to this, we're joined on the programme by the Junior Minister in the Department of Transport, Sean Canney.
John MorleyHOST
101:52
Minister Canney, good morning and thanks for joining us on Galway Talks.
John MorleyHOST
101:54
What is your reaction to this breaking news?
Una KellyCORRESPONDENT
2:04
It was 13 years ago that proposals to limit the number of permits were included in the RSA's road safety strategy.
Una KellyCORRESPONDENT
2:12
But it wasn't until last year that Sean Canney, the Minister of State at the Department of Transport, announced that these changes would be implemented.
Una KellyCORRESPONDENT
2:19
So there's been a year's notice and the RSA says it has issued a letter saying, to all those who are on their third or subsequent permit to ensure that those people understand what's now required of them.
Una KellyCORRESPONDENT
2:31
Now, road safety campaigners have been calling for this change for years.
Ciarán O'DonnellGUEST
3:03
They continue to not add up.
Ciarán O'DonnellGUEST
3:07
And we've got a meeting in Sullivan's Hotel on Monday, the 2nd of November at 7.30. We've invited all our local representatives to join us, including Sean Canney, I see the government have just launched a new policy, Our Rural Future, which is interesting given some of the elements of this policy are to build stronger communities, improve the quality of rural life and support rural businesses.
Ciarán O'DonnellGUEST
3:33
These are polar opposites to what's presented with GORE here and the prospect of this biogas facility.
Ollie TurnerHOST
3:41
The company involved, Sustainable Bioenergy Limited, erected a new site notice and published a newspaper notice last week as well.
Sam WaideGUEST
6:53
So if we work collectively, work together and change that behaviour, Reducing those fatalities and serious injuries is possible.
Rachael EnglishHOST
7:01
Can I ask you finally about the proposed installation of breathalyser terminals in pubs? Were you put under pressure by Minister Sean Canney to abandon that plan?
Sam WaideGUEST
7:13
The decision, RSA respects the decision, the ministerial decision to put that particular procurement on hold.
Sam WaideGUEST
7:23
Our focus is interventions, educational interventions that helps people not only give them a better awareness, but actually change their behaviour better.
Paddy ComynGUEST
26:47
I wonder if I'm over the limit.
Paddy ComynGUEST
26:49
But ministers say Sean Canney put a stop to this fairly quickly because they saw it as being a way of people checking whether they could drink and drive rather than not doing it at all.
Paddy ComynGUEST
27:04
RSA came out and said, no, that wasn't the intention.
Paddy ComynGUEST
27:07
It was about raising awareness and we don't want anyone to drink anything at all and drive.
Paddy ComynGUEST
27:14
So, yeah, what would have been a 1.5 million tender was pulled fairly urgently.
Paddy ComynGUEST
27:20
But it's not a good sign of where we are in terms of the Road Safety Authority and the Minister Sean Canney, you know, and indeed the government, because...
Paddy ComynGUEST
27:31
It feels like there isn't a lot of communication going on between those two departments.
Paddy ComynGUEST
27:34
There was issues previously about communication around people driving the wrong way on motorways.
Christine BohanHOST
17:31
And in a brief respite from Jim O'Callaghan, can we just talk very briefly about the RSA, which had a bit of an embarrassing U-turn this week.
Christine BohanHOST
17:37
They cancelled their plan to install 20 breathalysers in pubs and hotels around the country after an intervention by not Jim O'Callaghan, but by an intervention by Junior Minister Sean Canney.
Christine BohanHOST
17:47
He's got responsibility for roads.
Christine BohanHOST
17:49
What happened there, Jane? Can you fill us in?
Jane MatthewsPANELIST
18:18
Yeah, exactly.
Jane MatthewsPANELIST
18:19
Yeah.
Jane MatthewsPANELIST
18:19
And then obviously, I mean, that seems to have gotten the ear of Sean Canney because then I think it was a day or two days later, there was a statement went out saying that no, actually this plan had been done away with.
Jane MatthewsPANELIST
18:30
So there's a press conference on this morning with Sean Canney and the RSA.
