They also had external audits by Enro or by the ORS board or somebody else coming in and looking for problems.

And then even when a brand new ship was commissioned and went out to sea for the first time, it's called Sea Trials, Rickover would personally come out and review the ship's performance, which was always a highlight of everybody's day when Rickover came out.

And you might say, well, of course, people are going to be more uptight and do things differently when Rickover's there.

But it's really hard to adopt a whole new way of doing business just because somebody came by.
