San Diego–Tijuana

What it does not mean is that you build the Great Wall of China, and you only build it on one side.

If you're gonna have something that's gonna work here for the hundred and thirty million people who live south of the border and the tens of millions who live right alongside the border from San Diego, Tijuana, to Brownsville and Matamoros, El Paso and Juarez all along the border, you need to figure out a way of doing it on both sides of the border.

That requires joint planning, uh, joint resources, and joint enforceability, some joint security, and there's a lot of problems on the Mexican side.

But it has to happen, and the only way it happens is if you have a president that understands and pushes on those issues.
