Th- this report indicates that we need to drill deeper on that front.

We certainly hypothesize as San Diego Coastkeeper that a lot of them are coming from maquiladoras on the Mexican side of the border, which engage in a lot of these manufacturing and heavy industrial activity, and which, uh, unfortunately we believe are, are less regulated.
