One of them, Rocky Mountain, told the state in writing that this law, the Colorado option, forced them to sell at artificially and actuarially unsound premium rates.

What does that mean? Well, what you're telling us to do means that it's artificially low.

It actuarially doesn't match up what we know is going to be our cost of doing business.
