Frederic Harthier was CEO of Clear Road, who will discuss the challenges of introducing novel road use, uh, technologies, and then Robin Chase, the co-founder of Zipcar.

Thank you, and I loved your introduction because I feel like the reason I'm enthralled with this topic is gas taxes were great when we had no technology.

Now we have some technology.

We can do much more fine-tuning, and what is the way we can get to user fees that actually reflect costs? So technology in cars.

This is a timeline of the first electronic road tolls, so 1986 in Norway.

1989, the US, they started in New Orleans and Dallas.

1991, the PikePass in Oklahoma was the first that was full speed, as in you didn't have to slow down, and it really was the beginning of E-ZPass.

I'll invite Robin to start the question.

Twelve, 12 years ago, I founded Zipcar.

Zipcar buys cars and parks them throughout dense metropolitan areas for people to use by the hour and by the day instead of owning their own cars.

Each Zipcar replaces 15 personal cars, and each driver drives about 80% less because they're now paying the full costs all at once in real time.

But what Zipcar really did was make sharing the norm.

Now, a decade later, it's really time to push the envelope a little bit.

And so a couple years ago, I moved to Paris with my husband and youngest child, and, uh, we launched BuzzCar a year ago.

Tell us reasons you use your cell phone camera.

I have to say that as I have aged, I now use it as a magnifier.

So I take a PIC screen cap and then I open it up.

I wanted you to compare how often you would take a photograph when you had to have a photograph, a camera, and go take it someplace and get it developed and whatever, the number of photos you took then versus the number of photos you take now.

And the use cases are so wildly unimaginable beforehand, like we didn't even cross our mind when we first got cameras in our cell phones.

I thought to myself, that's nice, but whatever.

And now it's an integral part of what I do.
