There are definitely more than there were a few years ago.

But can you just help paint a picture of what it's like on the ground in Beijing right now, how technology is sort of interacting with day-to-day life before we get into the nerdy regulation part?

Yeah, of course.

I'm very fond of Beijing because I spend a lot of time here.

But it does show you the other side of it.

Maybe let's talk about some of the laws first.

So the article that you wrote took the view of following how China has progressively regulated artificial intelligence, not necessarily through, you know, one overarching piece of regulation, but progressively as the technology has evolved and kind of challenging this assumption that the technology is evolving too fast for regulation to keep up because actually China has progressively kept up.

So can you take us through a bit of a timeline in terms of the key pieces of regulation or legislation that is governing artificial intelligence in China and what the particular parts that they are focusing on? But maybe first, if you can comment on that sequencing piece and the challenging that it's not possible to regulate and to keep up.

So for instance, in 2022, the European Court of Human Rights actually ruled that Russia's foreign agent law violated the freedom of assembly and association because the definitions were broad, the term foreign agent was stigmatizing, the law placed extensive administrative burdens on these organizations.

Um, and that's why I refer to these laws as crackdowns instead of regulation.

At this point, I want to delve into the argument.

You- y- the book wants to understand the strategies that governments put in place to repress non-government organizations, and your argument looks at three factors.

Now that I finally get into it properly, uh, what I'm talking about today is some rather shocking news, and that is a regulation that commenced in September, uh, about a month ago, uh, without any notice and apparently without any consultation, which removes parenting presumptions, uh, concerning three thousand children who have been born overseas via surrogacy as well as some others.

What, what is this obscure regulation? Well, th- this, this regulation repeals Regulation 10(3) of the Family Law Regulations 2024.

And you may say, "Well, so what? What does that mean?" Well, when you look at the regulation, it was sent to me by an academic and said, "What, what does this actually mean?" It means that those who are presumed to be the child's parents are no longer presumed to be the child's parents.

Now, this regulation doesn't take effect until the 9th of December.

After that date, the presumption is over, except if there's a court case which has commenced before that date and hasn't been determined by that date, and i- in which case the presumption still applies.

But why are these presumptions important? Well, until April Fool's Day last year of all dates, when the Family Law Regulations 2024 commenced, it's, it was a lottery about whether parents were recognized as parents for children born overseas through surrogacy.

On that date, when those regulations commenced, this regulation 10(3) set out what are prescribed overseas jurisdictions for the purposes of parentage presumptions under the Family Law Act.

But yeah, so that kind of like, Anti-regulation, let the business, you know, just, I don't know, it's scary.

But to me, the idea of trying to slow it down seems

scarier.

And I think, I say, what has happened is, to be honest, what has happened generally in the last sort of 10 to 15 years of politics is is that there's just been this sudden, you could call it, almost it's like the sort of the, you know, the last push of neoliberalism.

Because ever since the Chicago school and, you know, the 70s, the whole thing with the neoliberals is, Regulation, we fucking hate it.

Get it, get it gone, get it gone, you know.

And we've we've sort of reached this kind of neoliberal dystopia in which regulation is is is dismantled by by the powers that be within the neoliberal hierarchy.
