It goes back before doing this when I was a civil rights specialist for the Mass Department of Education.

And at that point, some districts had been cited in their special needs reporting that they had a significant number of minority students in certain categories.

So I went to meet with a superintendent and said, "Okay, so here's the citation, and here's the data you submitted.

So we're concerned about it." And the superintendent said, "When we filled out the form, we asked people what they thought we should have in these categories, and so that's the data.

We can't replicate anything that we said." And I'm afraid that superintendents sign their, um, non-discrimination statement not really thinking about the implications for it.
