Fouin actually said no. 19th of June 2005 at the US Grand Prix in Indianapolis, Michelin actually supplied the tyres for 7 of the 10 teams at that race and Ralph Schumacher crashed in practice.

They worked out their tyres were only safe for 10 laps and asked the F1 to be able to make changes.

The rules at the time didn't allow for tyre changes so they said a flat no and what that meant is that there were only six cars competing at that F1 Grand Prix.
