Rabbi Nehemiah says, this is referring to the nations of the world, shalom, meaning that their activities and their actions are like the people and as bad as Sodom.

And their actions are like the people of Amor.

And therefore don't say it has to do with me because I'm the one that gave them over to the Jewish people that they should be able to punish them.

Ushmo Ha'ikri, but neither one is his real name.

His real name is Rabbi Nehemiah.

So

this is a discussion in the Gemara as to who's who, and the Rambam is picking a specific approach that Rabbi Meir and Rabbi Nahoroi and Rabbi Nehemiah are the same person.

Now you'll assume... whenever, we always assume, whenever we read the Mishnah, and we see the words, so we usually think that that means all the sages.

It says, It could be sometimes that we can use the word, but it's only one sage.

And then Rabbi Yehuda retorts, God did not punish for hidden things until Israel crossed the Jordan.

This change from Rabbi Nehemiah claims that from the time of their entrance to the land, the people were responsible not just for that which they knew, but also for that which was still hidden.

Entering the land created a mutual responsibility, teaches Rabbi Hochstein, that the children of Israel became responsible even for transgressions committed secretly in their midst.

Responsibility, according to Rabbi Yehuda, comes with a demand to know, and a lack of knowledge does not release anyone from responsibility.

If we're going to have chiefs of tens, and there are 23 judges, then that suggests that the town has 230.

So Rabbi Nehemiah says 230, so it allows for chiefs of 10.

So it allows for 10 non-judges for every judge.
