Sabin was still doing proofs on his live virus vaccine to isolate the strains that would work the best and work the best in all different kinds of settings, not just the United States.

He was on a committee that voted for the Salk vaccine to proceed and be given to people in the United States because Polio season comes every summer, and if they didn't use something, there would be more children that died.

So he recommended the use of this vaccine, even though he didn't think it was the best.
