Well, o- over recent years, a- as we all know, Dan, the, that, that, that consent has been eroded because we've seen the emergence, really since 2002 and Tony Blair's Police Reform Act, we've seen the emergence of pol- uh, uh, politicized policing, where the police were required by that law, by the 2002 Police Reform Act, to, to do two things really.

One was, uh, to, to consult with local authorities and with local community leaders, religious leaders, and so on, about how they policed, what their policing priorities should be, what their policing profile should be.

And that created a situation where, you know, the, the police were really compelled.
