Notice of proposed rulemaking

Josh is coming from the other side of the table, and I'm really interested to hear how he, as someone who's been a leader in the community advocates field, looks at the Community Reinvestment Act and how it's been enforced.

Today, we're going to focus on the Notice of Proposed Rulemaking, which was published by the regulators back August 12th.

The comment period ends on October 13th.

I'm looking forward to a lively discussion about the Notice of Proposed Rulemaking and your background.

Why don't you share with the audience for the next 60 seconds or so a little bit about your background so they understand where you're coming from.

We just need to get it before the FCC in the end, if you will.

We petitioned on the NPRM process and have them take a look at it and look at the technology, set the rules, the policies, and let's vet it and make sure that we have technology that is going to save firefighters and police officers and 911 callers.

You know, you're.

The civilian population, if you will, who are calling and they're trapped in a building on fire or with a gunman and we can't locate them.

I had no idea this was going on, and here it is.

Um, the Identity Project submits these comments in response to the Notice of Proposed Rulemaking published at seventy-one Federal Register.

Won't go on all the other stuff.

Here's what gets good.

It said, um, and, uh, if I say NPRM, that means Notice of Proposed Rulemaking.

In the guise of an RPM alleged to propose a change only in required timing of transmission of information already required to be provided to the Bureau of Customs and Border Protection, the CBP, which is Customs and Border Protection, has actually proposed a fundamental regulatory change with far-reaching legal, policy, and logistical implications.

And here where it gets good.

And we dive into Medicare comes to Costco, what the flock, HIPAA, and rules for generative AI use in health care all involve.

First off this week, let's talk about the latest notice of proposed rulemaking, or NPRM, for vaccines.

So are you familiar with this, Craig? Did you see this? I did not.

This week, a notice of proposed rulemaking came out that supports the executive order that was issued in June of this year.

That executive order dealt with the additional enforcement agent or acts that they believe that CBP needs and a desire to actually enhance and change the customs laws to allow CBP to take better enforcement actions against those who are transacting illegal trade.

This NPRM called the Heightened Import Disclosures for Supply Chain Visibility, many pages, there are 64 questions in total.

So I think those of us in trade were really surprised at the format of this NPRM, because what we've seen in the past is a proposed rulemaking comes out just telling us how this is going to be implemented with very little ability to provide input from the trade.

So an NPRM was very welcomed by the trade.

The format is something I've never really seen before.

It is broken down into sections, which I'll go through here in a moment.

If you're not a member, find one to join and become active because this is the best way for you to provide input.

We are waiting for permission from the FCC.

We don't know exactly what is happening other than the FCC has put forth what's called an NPRM, or a Notice of Proposed Rulemaking.

They have submitted a draft, NPRM, which means the FCC is on board, but it is now stuck in effectively review under one of the executive branch departments where other branches of the, or other parts of the federal government can comment on it and worry if there are objections.

And there are indeed objections.

Right now, this spectrum is used by a couple other groups, one of which is what's called Part 15 devices that includes RFID tags.

I know a lot of you come to TSD conference, which is coming up in here a matter of a couple months.

You probably are aware of this NPRM, a notice of proposed rulemaking out of the Administration of Children and Families.

So that is what oversees the Office of Head Start.

That's within Health and Human Services.

The U.S. Department of Education is back in the news.

They released a notice of proposed rulemaking on August 19th that would rewrite the rules governing how college accreditors are actually recognized.

Accreditors are the private organizations that decide which schools can access federal student aid.

The proposal has a 30-day comment window, half the days the department often allows, which puts half the 60 days that is normally allowed, which puts the deadline right around late September.
