It would have doubled or even quadrupled some monthly premiums.

Willis High School is installing metal detectors after a second student was found with a loaded gun on campus.

The latest threat involved a loaded gun in a student's bag.

As a result, all students are now entering through the detectors and are having backpacks searched.

And a former Harris County deputy has pleaded guilty to manslaughter relating to the death of a 28-year-old man who was killed while driving home from work on Houston's East End two years ago.

Former Deputy Rigo Vivar agreed that he recklessly caused the incident because he was speeding and not driving on the correct side of the road.

The district spent millions implementing major changes, but also lost millions in state funding due to major enrollment declines, which experts say could be partly attributed to the takeover.

According to Texas Tribune education reporters Sneha Day and Rob Reed, implementing state-appointed Superintendent Mike Miles' major classroom reforms costs $700,000 per school.

To cover the costs, Houston ISD pulled $450 million from its rainy day reserves.
