The Manchester model has taken 20, 25 years to build, and it's involved the local government, it's involved big funding grants from the George Osborne Foundation, Treasury, when he helped fund the Graphene Institute, the Henry Royce Institute.

All of these things are really important and they've been a success.

But it's tricky to understand how you then build that again in different places.
