Like public utilities in Salt Lake City, they control the drinking water for the city, for example.

And so they have a say in this because they collect water in this watershed further up Parley's Canyon at Mountain Dell Reservoir for drinking water.

And so there are a lot of parties involved here.

The main party, the Sugar House Park Authority, doesn't necessarily have the cash to do a reconstruction like this.
