Probably because he spent his last stint in Westminster being such a damn useless Secretary of State for the NHS that the Mid Staffs scandal happened on his watch, while he was the number two in the treasury literally when the financial crash happened, and now he just wants people to say, "Oh, Andy, you're so lovely.

Thank you for giving me those nasty, mean rich people's money." And he doesn't understand that the job is so much more than that.

This could be a Liz Truss moment for him.

Um, this government could choose to say, uh, similar things.

But the focus there, I think, would be very much on rather than on financial incentives, which was with the mid-staffs.

Mid-staffs was distracted by becoming a foundation trust.

And that's why the problems arose in a nutshell, very crudely.

You could well say the third world inquiry is about managers just not being very good.
