Realistically, Foxtel and the other subscription networks have the funds to make this a genuine bidding war and really boost the revenue that's achieved from these TV deals.

The anti-siphoning law is a balancing act between ensuring that these events of national interest are available to the public to the greatest extent possible without curtailing the commercial gain that can be achieved from the, the codes that sell these rights.

And so if it was to go on your interpretation of it has to be available, all of them, and if the licensee didn't wanna take it up, before they could offer it to commercial entities, it would have to go to the ABC and SBS for a dollar, it would markedly change the revenue achieved by the codes, and potentially change the landscape of the codes itself, meaning that we might not get the same product that we're currently able to.

And so it is somewhat a balancing act of what the legislative intent has been of, well, we want all these events to be free-to-air as much as possible, but we can't stifle free enterprise to the same extent as it would if we were to make it all available wholesale.
