LMPD officials say access will be limited to detectives and analysts.

Outside agencies that want to get information on Louisville drivers will have to submit formal requests.

Chief Paul Humphrey says he believes these cameras are a powerful crime-fighting tool.

It allows them to respond to crimes, make apprehensions, identify criminals, recover stolen property, and help people who are in crisis.

Humphrey says he hopes the policy changes will show residents LMPD respects their privacy and civil rights.

The use of license plate readers has become increasingly controversial following reports of misuse by officers locally and across the country.

18-year-old Tyler Brown and 19-year-old Anya Miller, who are roommates, were arrested in connection with this incident that took place on September 6th at the Partridge Point apartment complex on Carl Court.

According to the Louisville Metro Police, officers were called to the complex around 3 a.m. That's when they learned people had gone through an absolutely terrifying ordeal about an hour and a half earlier.

Police say two victims were outside near a car while another person was asleep inside the apartment.

Surveillance video shows Brown and Miller approaching two people outside while both were armed with handguns.

Um, the psychosis really got to me.

And for some reason, I thought that LMPD had bugged my parents' fish tank filter and put a microphone in it and was listening to all of my conversations, trying to find something incriminating in there.

And I ended up, I mean, had to have been around five o'clock in the morning ended up doing some fish tank filter surgery.

And what that entailed was taking the fish tank filter out of the fish tank and taking it apart and looking for a microphone that obviously wasn't there.

Go break the court.

Detectives determined that O'Sullivan traveled south with the baby, leading investigators to Louisville, Kentucky.

Through coordinated efforts of investigators and law enforcement partners with the Louisville Metro Police Department, not FBI Louisville, they located baby Adeline and recovered the child five hours after the first report.

Baby Adeline was reunited with her family thereafter.

O'Sullivan was taken into custody by the Louisville Metro Police Department without incident.

So partial credit for recognizing the West Lafayette Police Department where the original abduction happened, but no mention of Louisville Metro PD who actually located the child and arrested the bad guy.

It wasn't the FBI.

A detective with the Louisville Metro Police Department is once again under investigation for alleged misuse of the city's license plate reader cameras.

Records obtained by the Kentucky Center for Investigative Reporting show LMPD Chief Paul Humphrey initiated the probe into Detective Wesley Troutman last week.

Humphrey wants investigators to determine why Troutman allegedly used the city's camera network to conduct multiple searches for a vehicle issued to a police department employee.

Earlier this year, department officials suspended Troutman for two days after finding he gave a federal agent his login credentials for the city's license plate reader system.
