There's something called the Long Arm Statute, and the Long Arm Statute permits uh the fbi to investigate crimes that occur on a on a ship that departs and returns to the united states there are a lot of overlocking jurisdictions here the government of panama if it had wanted to could come in and investigate this but of course they have no interest in doing that

the state of florida has its own long arm statute so the state of florida was with the fbi when they were conducting their investigation and the state of florida could have prosecuted timothy hudson But they got together and they decided that it was better to have it tried in federal court.
