I'm wondering if you could tell us if council and the mayor promised you could make any ordinance change you wished, what would it be and why?

Well, since I work in local history, I had to go back in the ordinances yesterday and see what I could scrounge up.

I have with me the 1908 bound volume of City of Lansing ordinances.

James Frank Turner, known as Fred, and Matilda Maud Swan married on the 4th of September 1904 at St James Church in Rowledge in Surrey.

If this had been a story about the family interacting with Fred's spirit in some way, then I'd have been more inclined to explain it away as a trauma response, but the nature of the haunting here seems so odd.

There's a First World War connection, but it's not clear cut.
