Kincardine is continuing to test a temporary aeration system at its wastewater lagoons.

As Adam Bell tells us, it comes as dissolved oxygen levels remain well below the municipality's target after the first week.

The municipality says dissolved oxygen in the aeration cell increased after seven days, but Kincardine is targeting a minimum dissolved oxygen level of 1.5 milligrams per liter with levels above two preferred.

The trial is expected to continue for the next few weeks.

Municipal staff had indicated more noticeable changes could occur between days seven and 14, meaning the coming week will be an important part of determining whether the system is having the desired effect.

The cause of the outage is under investigation.

A monument Kincardine Council ordered destroyed could have legal ramifications two years later.

A family member of Dr. Solomon Secord, whose monument was decommissioned in 2024, is bringing legal action against the municipality, saying it didn't have the right to destroy the monument.

David J.R. Secord said he wasn't even aware of the situation until after the September 11, 2024 council meeting where members voted 7-1 to decommission the monument.

He alleges that he reached out to Kincardine's office two days later and was told someone would get back to him, but no one did.

No time has ever reached out to me, at no point, other than my Freedom of Information requests, which they've provided what they provided, but at no time, at any time of the day,

Secord is also filing a challenge with Ontario's Information and Privacy Commissioner over two FOI requests with the municipality for information on the monument decision.

Kincardine says it wants Ontario to establish clearer rules for large data centers before municipalities are forced to evaluate projects on their own.

Kincardine's Alan Smith says there is currently no data center proposal before the municipality, but the CAO says officials believe interest could eventually come.

We have a history of large-scale projects and so for this case we just need to have the province take the lead and develop a strong framework It's not only going to help King Cardin, but it's going to help all municipalities in Ontario.

Smith says King Cardin's existing energy sector, location and available land could make the municipality attractive to developers in the future.

It, it really reminds me of, again, when I was in these dump and incinerator wars, they were telling us how great this technology was, but they seemed to wanna dump it in northern and isolated and poorer communities and tell us, "You'll love the jobs.

Kincardine Council wants municipalities to have a formal say in whether large-scale data centers are approved in their communities.

Council directed staff Wednesday to submit a series of recommendations aimed at strengthening Ontario's proposed data center playbook as the province prepares for increased interest from companies considering new facilities.

Council's recommendations are not intended to signal whether Kincardine would welcome or oppose a data center locally, but says stronger rules are needed to ensure communities can manage the potential consequences of development while receiving a fair share of its long-term benefits.

Council also cautioned against measuring a project's economic value only by the temporary jobs created during construction.
