The Supreme Court stayed a lower court decision that required Missouri to use congressional lines from 2025 aimed at ousting Democratic Congressman Emanuel Cleaver.

That means the state will use a map in the general election that includes a Kansas City-based seat Cleaver will likely win.

Cleaver says he's grateful Missourians gathered thousands of signatures to put the 2025 map up for a statewide vote, which means it cannot go into effect before November.

That map would position Democrats to retain a seat in the Kansas City area.

The announcement from Mr. Hoskins amounted to a major win for redistricting opponents, who waged a year-long fight against the new map.

But it did not answer the question of how election officials would conduct a general election based on a map different from the one used in the primary in August.

The law is the law.

The Missouri Constitution is clear, as was the Missouri Supreme Court, Richard Von Glahn, the executive director of People Not Politicians Missouri, said in a statement.

Earlier in the week, Justice Brett M. Kavanaugh had taken a similar action, as Missouri Democrats briefly appeared to have prevailed in a year-long fight to preserve a House seat they hold in the Kansas City area.

In that order, he deferred to Missouri's Supreme Court, which had determined state officials should not have adopted the new map without a voter referendum.
