And if you want to share with us some of the examples, what are the things that you are proposing?

Well, the first thing I think it's important to point out is that for many farmers, really all farmers, this idea that they can't just pump as much groundwater as they want It is a really huge change for them.

It's a generational change.

And even though there's been regulations on groundwater in other parts of the West, that has not been the case in California.

And so a lot of the landowners and farmers just think that it's their right to pump as much as they want.

So it's going to be very difficult to... change that.

And as we were saying, there's different problems in different areas.
