So the original idea for this actually stemmed from a research memo entitled A Game Plan for American Economic Security that was authored by my colleagues Josh Birnbaum and Elaine Dozenski.

And for those of you that haven't read it, let me just give you the shape of the argument before we jump into the panel discussion.
