Kenya has made tremendous efforts in increasing school enrollment, especially at the basic level and secondary level.

This has been due to the fact that the country has put in place policies to support free primary education, and also to support free day secondary education.

These efforts have actually led to increased enrollment rates going up to 98% in primary level and transition rate of around 87% from primary to secondary.

But we all agree that numbers or transition rates does not necessarily lead to quality educational outcomes or quality learning outcomes.

And therefore, there's still an even distribution in terms of learning outcomes across the country because the country is multilayered.
